Mend Briggs & Stratton 143.996510 Mower Start Carb Cleaned

How do I fix my mower?

I have a Eager-1 B&S model 143.996510. Won't start and
sometimes kicks back. Carb has been cleaned, blade not bent, flywheel key is intact. Breather tube under flywheel
has been cut by the flywheel rubbing it. Will that keep it from starting?
