Mend Mercury Outward 1988 Model Working Pump

how can i fix my tilt trim?

I have a '88 model mercury outward and the tilt trim isn't working. Both the up solonoid and down solonoid click but the pump does nothing. Is the pump motor burnt up and if it is can I have it rebuilt cheaper than buying a new one?
