Could also be a lime build up in the inlet valve.
Flush maybe diaphragm but there are so many types can say which needed.

If the water pressure is fine in the rest of the property the slow filling could be caused by and obstruction where it joins the valve (a small stone etc) you need to turn the water off and dismantle it.
Not flushing? it depends on the type of flush. Need more info
