Mend Land Rover Discovery 3 Wont Unlock

The tailgate on my Discovery 3 won't unlock?

The upper part of the tailgate will not unlock. When you press the opening 'handle' There is a whiring and clicking soung as though the lock is being activated but nothing happens. What do I need to do to release it?
