Mend Vivi 8010 Turn Indicator Red

vivi cam 8010 wont switch on ?

when i try to turn it on the indicator just glows red but not as bright as when it starts to activate. the battery has been charged but it came up file error and none of the buttons would work.i removed battery to try to reset it but nothing works on it still
