Mend Suffolk 35S Punch Lawnmower

carburretor flooding?

I have a suffolk punch 35s petrol lawnmower and it has started flooding from the air filter. It was working fine until I took off the carb bowl to clean it out. now it leaks constantly. I have tried putting the spring, holding the needle in, back both ways, but it leaks either way??? What am I doing wrong???
