Hoover TC650 Condenser Dryer won't start up?

My Hoover TC650 Tumble dryer has stopped working after 3 years. The motor won't start up, although I can turn the drum by hand and I can see the motor turning without restriction so i don't think it's jammed. The heating element turns on and gets very hot and eventually the 'filter care' light goes on.
Any Ideas? Is this a blown motor or is there a motor controller / relay etc that could also be the cause?
