Mend Honda 2162TDA Lawn Wheels Mower

I have a Honda 2162TDA lawn mower,and at times the wheels will not move?

When I pull it backwards the mower wheels are locked up, engage the transmission a little and the wheels will turn.

same problem here....anyone have an idea ? i changed the belt...no improvement. maybe the transmission grease needs to be changed ?
