Mend Hotpoint FDW80 Help Quiet Sound

hotpoint fdw80 dishwasher?

Help, when we try to start the machine, it goes quiet, then there is a puffing sound. a bit like steam iron. when you open the door, it seem's that the top rota arm should fill with water, but it seems to be filling with steam. machine doesn't do much else.
