Here's how to stretch the belt. Take a large screwdriver, e.g., #2, and stick it through the belt, but only barely, so the belt is nearly at the end of the screwdriver. Have someone hold the vacuum cleaner in place while you stretch the belt, with both hands on the screwdriver. This way, it just takes a little effort and a few seconds to stretch the belt farther than you ever believed possible.

yeah, it's all easy. except for pulling the little belt over the motor shaft. try it, you will not like it. i'm sure there is a trick to it, but it is almost impossible to stretch that belt that far. right now, i have it wrapped around a screw driver locked in one of the slots, but i don't see how you are supposed to be able to wrap that belt around the shaft without a huge hassle. this is a piece of crap anyway. time for a new vacuum. it won't be a hoover.

go to hoover.com and enter model & serial #. At next page click on "manual" and scroll down to pages in upper 20s and lower 30s. Shows how to take rotating brush out, then pop hood off to access. We're still trying to stretch belt to fit, but at least we got it apart.
