light stays on when switched off?

just put in new energy efficient lights. When switched off they must be getting some power as they glow with a dim light. When I put in a less efficient globe they turned off just like normal

This can be caused by capacitance in the cables, usually on a 2 way circuit.

have you changed the wiring in your lights ?, sounds like a neutral could be mixed up, go back to basics and check the wiring and make sure old colours are identified correctly. if its the old colours black can be neutral and switched live and new colours blue can have the same problem so check them first
