Mend Hoover UH70085 Vacuum Repair

Hoover windtunnel brush control?

Ref:Hoover UH70085 windtunnel vacuum. I have replaced both belts and the brush spins freely by hand. It appears that the brush control is not exerting enough pressure on the belt and causes it to slip or not work at all. I can pull the shaff slightly and the belt will spin so I believe the roller or control is at fault. How do I fix or replace it?
