The pressure on the indicator dial keeps falling below the minimum amount required by the system in order for the boiler to run. The red warning indicator is flashing.
If a small amount of water is allowed into the boiler through the fill loop, the pressure rises, the lock out can be reset and the boiler starts. All radiators have been checked for leaks and bled accordingly.
If you are sure there are no leaks on the radiators/valves/associated pipework, there is only one option left, a leak through the prv. This could have a constant drip or be leaking when the heating reaches temperature, causing the expansion vessel to expel the water.
