How do I fix Gardenline electric mulcher safety switch?

Gardenline electric mulcher product No. 2249 , purchased from aldi, safety switch will not engage. The switch will slide up when bin is out but when bin is pushed into operating position, safety switch will not slide into locked position so motor will not activate. I HAVE JUST ASSEMBLED THE MACHINE AND CANNOT GET IT TO RUN.
