Mend Ford Ka Works Blows Cold

heater.ford ka, 1996?

we have got a ford Ka and we had fixed the 4 speed control that works but it still blows cold air, also replaced thermostate and engine coolant sensor, did have a go at changing the complete panel in the ka with another 2nd hand unit and still no joy, can you advice
