Mend Ford 2004 Focus Blower

focus. blower works fine, but will only blow cold air?

04 Ford focus.blower works on all settings, but only blows cold air while the motor is running. When you turn off the key, it will blow hot air. I've asked several Ford Mechanics...No one has an answer...Any suggestions???
