Mend Hoover 5030D Clean Remove

how do I clean fluff from element?

My hoover 5030D is installed upside down on a wall bracket. I have taken it down to remove fluff from inside. Now when I turn it on smoke starts pouring from the element area. How do I get to the elememt section to remove the fluff ?
