Mend Unit Start Working

Getting the unit to start working for the first time?

The unit installed; anti-theft LED flashing. I have reset to factory settings by pressing reset button with a ball point pen. The problem is, when I put the front facial in place and switch on, nothing happens. What am I doing wrong?
