Mend Jeep Cherokee Start Replaced Starter

my 95 jeep cherokoee wont turn over or start?

i have a 95 cherokee w/4.0 replaced starter, ignition switch and relay. have poer from yellow wire at the switch and to the relay but still have nothing. can run jumper from small terminal on starter to + side battery but thats the only way to crank over. is it in the pcu or wiring or fuses
