How can I fix my Hoover 2320L Washing Machine?

The cold water fills very slowly and at times hardly at all. Have cleaned the filter and tested the tap and hose which is clear. Water comes through strongly to back of machine. From the back of washing machine hose attachment to the water inlet in the bowl there seems to be a blockage or something not working properly. Any clues on what it could be and how can I fix it? When the cold water is attached to the hot water inlet it fills the bowl at the correct pressure using the hot wash option.
