pro combi 100 HE boiler?

green light is flashing as if on, makes a noise however sounds like pump not working as not 'firing up'. less than a year old. weather very cold and recently snowing.

yesterday gave limited heating to radiators and two days ago noticed water was not its usual hot temp.

can anyone give assisance on what may be wrong?
