Electrolux hose mending?

Electrolux central vac hose developed a tear in it just behind the handle, so I took it off and shortened the hose by 1.5 inches, taking care to re-attach the control wires properly. There were four wires in the hose: two control wires in light grey and dark grey, two power wires which form the crush proof coil of the hose.

When I got all done, the switch worked properly, but I didn't get the proper voltage out on the power attachment lines. Instead of the expected 120, I saw only 28 volts across the power nozzle attachments. Is this as it should be? It doesn't seem right. What might I have done wrong?
