Are xl dimplex storage heaters supposed to feel hot on the outside ?

My dimplex storage heater with an input and output only lets out heat at the very top and the grill part , it doesnt feel hot or even warm on the front of it like a normal radiator but the small one in my bathroom with no dials on it is hot all over and my bedroom one is also red hot all over but is a stormline make.Can anyone tell me if the dimplex heater should get hot all over at the front of it.Its freezing in my room but lovely and warm upstairs.Thanks to anyone who can help.
