Hotpoint EW81P main oven gets to hot?

I have a hotpoint EW81P dual oven. The main oven is getting too hot. With the dial set at 200C we have put an oven thermostat in, this reached 300c, at which point we turned it off. Is this likely to be just the thermostat? The fan is working.
