why is my electric fan assisted oven not reaching the temp displayed on the knob of my Leisure Roma 100 range cooker

Probably because one or more elements is not working. You will have to look and check for yourself as you are there and we aren't. If you don't have a test meter or know how to check then you have to call a service company. Nobody can tell you exactly what is causing your problem unless they are there to see it.
