Hoover tv 630?

heater heats, timer ticks, lights come on, control board replaced, drum will not turn ?capacitor FACON 7G75080L4B has burned out. No circuit through device, Circuit through motor. 1. ?good idea to replace capacitor?
2. does it matter which way round the input wires to the capacitor are connected?
