recoil starter rope locked and won't pull - how can I fix it?

Yardman Model 449 21" self propelled mulching mower and the recoil starter rope keep locking up. It would pull so that I can start it.

Will need to pull top cover off and inspect for damage ..most of the time the ball bearings just need to be relubed if mower has been outside ........and need to recoil rope ect
