I have a 14.5 hp briggs, the starter will only turn it 1/2 of a turn, I had the starter rebuilt and still the same thing. I was told that it could have jumped time, but I can start it by rapping a rope and pull starting it. Can it be out of time?

The starter would need a new armature and cap with carbon brushes to be properly rebuilt. At that point, rebuilding doesn't make sense. A new aftermarket starter is more feasible. Either the starter is to blame, the battery isn't charging, or the battery/starter cables have a bad connection somewhere.
