Bosch WFK 2401 washing machine agitation problem?

Just replaced pump and motor brushes. Unit will fill with water, but when it starts to agitate the clothes it will make about a 1/4 turn stop go back 1/4 turn and repeat several times. This does not allow for the clothes to get wet on top and obviously does not clean/wash clothes. When I turn it to spin and drain, it will spin and drain perfectly. Any suggestions?
