A lot of vacuum cleaners have heat cut out’s on the motor to prevent damage to the expensive winding of the motor. Normally the air that is sucked in by the hover is passed threw/around the motor to keep it cool. This is why the air that comes out of the vacuum is warm. The only problem with this is if the vacuum becomes clogged, not enough air passes through the motor to keep it cool, hence it gets hot and the thermal switch cuts the power to the motor. The thermal switch is reset once it has cooled. This would account for the delay.
I would suggest you ensure there is no blockage and if it has a bag, it’s not full.
