04TA069I power board failure?

i have the same model of power board, but it`s from my Goodmans TV. do all the replies still apply to my board ?

my tv stopped working, i took the back off and saw the T3.15 amp fuse was blown, so i replaced it.
when i turned the tv back on, there was a bang and a flash from the power board and there has been a blow-out right next to IC21 (blowing a hole in IC21).

the only thing i didn`t do when powering up, was to re-connect the speaker plug

please help !!!! :(
