Mend Hoover Netra 8 Years Loud

My hoover netra 8 has been making a rubbing noise can I fix?

My hoover netra 8 which Ive had for years is making and very loud rubbing noise almost as soon as I put it on, the noise is so bad even the kids complain, am avoding using it as I am worried will caztch fire or somehting. Do you think I can repair it or do I need to get a new one.
