radiators not getting hot?

we have a vokera compact boiler and have had british gas out recently as we have a warrranty out with them but turns out we are not covered as they say the main heat exchange has gone and are not covered as we have not had a powerflush as recommended by british gas. The DHW heat exchanger went about 4 months ago and they told me they changed that but now it is on the ch heat exchanger now. They want £700 to do the powerflush and then they will sort the heat exchange for us but £700 is an awful lot of money when i already pay £19.00 month warranty on the central heating. We have got hot water but the radators are not getting hot at all. Im not convinced im being told the full truth from BG as every time they go out to people i knoe they tell them all the same thing that they need a power flush.
