Tiger loop will it work ?

Hi
can anybody tell me, I am having the oil tank moved 70' from the boiler,

The tank is around 4' lower then the boiler the boiler is a combi outside boiler, they tell me i need a tiger loop and the 10mm x 20 copper tube, they have said I can have plastic pipe for the oil line? which is better, also do I need the tiger loop ,
The boiler is now around ten feet from the oil tank both on level ground to each other.
