does merc sprinter 311 cdi have fuel cut off?

Don't know,but you don't realy need a fuel cut off on a diesel as it doesn't ignite as petrol does.My guess is that you did not prime the filter first and it is full of air and not drawing the fuel through,or it is fitted incorrectly and you are drawing in air,you are almost definately suffering from air in the system,prime it with fuel and lock up all connections tightly.Good luck.
