Mend Firebird Heatpac 70-90 Boiler Leak Water

firebird heatpac 70-90 oil boiler leak?

There is water flowing out of overflow safety valve in boiler it also has a pressure gauge on it.Could this just be a faulty safety valve?It is supplied with mains.If I turn off mains ,turn off rads drain system.fit safety valve,turn mains back on,turn on rads.will it solve it???or do i have to repressurize the closed pressure vessell???if so to what bar???
