Why does the 5 amp fuse keep blowing?

The 5 amp fuse keeps blowing on the fire bird 50/90 boiler that I am working on. any ideas why

take a look at (PDF bolier spareparts-firebird) on line , and you can see the wireing pdf for this bolier. showing all the wireing parts ect, there must be a wire tipping of something, or a wire not tight,
