Citroen Berlingo Major Problems!?

Hi
I have a 2005 Citroen Berlingo 1.9D

Just bought this car with the problems as follows
When u connect the battery all the dash lights come on and the headlights even tho the ignition is not turned on?
Car turns over but wont start

Arranged for autospark to look at car but never showed :(

Any ideas where to start with this one?

Any help greatly appreciated
