Why when my boiler is on 'Water only' is my heating coming on?

My boiler is the Glow Worm - Space saver MK11 and is currently on water only, as we don't need the radiators (it's 30 degree heat out there!) but my radiators are constantly comin on and we're all dying! how can we stop this, and how much (approx) will it cost me???
