Newhome 743 feed dogs not high enough to feed fabric?

Hi, as you can see my Newhome 743 (made by Janome) has feed problems. With the sole plate off the fabric will feed through and the machine sews well but with the plate on the fabric goes nowhere. I've looked at previous, similar, questions and tried out the answers but to no avail. I no longer have the manual so don't know if I have differential feed, manual feed or electric feed. It's all greek to me. Any help, in English, would be appreciated.
