JVC AV48WP34 in safe mode?

When I plug my JVC AV48WP34 the power on light comes on automatically and then it starts to blink very fast, there is no picture nor sound at all the tv is dead with the exception of the blinking power light, it does not respond to anything on the remote control the only way to turn it off is by pulling the plug. I bought a service manual from http://www.servicemanuals.net and in the troubleshooting section it tells me that this is the result of a failure of the self check and it gives me three possibilities, xray protection,B1 overcurrent protection and low B short protection and that's it , it does not tell me anything else, it does not follow through and it does not mention anything about it at all in the manual. Any ideas or sugestions?
