Mend Honda 160cc Adjust Mower Engine

how do i adjust a governer on a honda lawn mower?

i had to do some engine work on my honda mower. 160cc now i can not get it to maintain the proper speed as soon as i engage the self prop. it will stall. or i wioll have it rev to full speed and cannot control it
