I don't think that you are being given the best advice so far.Firstly conforming to legislation which I don't usually do the plumber who initially mentioned a new tank and TIVs knows that changing your boiler is a building notifiable requirement and as such has to send in final paperwork to his trade body and the planning before he and you get the certification needed.Now to the more important issues ,costs year on year,if your DHW tank is not Part L compliant you are throwing money away in heat loss,also the heat recovery time due to a more efficient coil means your boiler working less. This heat is greatly retained also I know having replaced my own recently.Another thing is that a new tank would be certified at 3.5bar working pressure if you already have a foam lagged tank the label will show the SWP. Tiv's are manditory in new builds a bona-fida plummer would fit them on a re-vamp. Regarding the suggestion of a combi well my wife likes her airing cupboard and I know that some combi's have good flow rates so bathtime could also be a cuppa time something to consider.Also reliability with DHW you have an immersion heater once the combi is down you are stumped.Its a case of pay now benefit in the long term.
