How do I make carburetor adjustments?

I have a rototiller with a 8 HP Tecumseh engine. I need to know how to make carburetor adjustments. My recoil starter rope broke and I replaced it along with a new spark plug and air filter. It was running rough before I made the changes and now I can't keep it running.
