when the vax is turned off and upright with water still in the tank it leaks onto the floor

I had the same problem, under the water tank and the dispenser there is a valve. the bottom cap of mine came off. all i had to do was remove the valves and glue the caps back on just pay attention on how you disassemble the cleaner
