Mend Hotpoint Diamond Ice Fridge

how to fix a hotpoint ice diamond fridge?

i was told this was fully working and just needed a new bulb the bulb is working but it doesnt make any noise at all and it doesnt get cold how can i eliminate what needs to be done to repair this i have put the thermostat on full and nothing happens.
