Mend Vauxhall Vivaro Steering Work Drive

Power steeringIve?

Ive fittied 2 new power steering pumps to my 04 Vauxhall Vivario and neither work. Drive belt is not slipping and there are no fluid leaks. Ive disconnected both pipe unions to the rack and get good flow from pipes.After this steering improved slightly but within an hour it was u/s again.Anybody help

could be the steering rack thats faulty or there may be some dirt in the system!
