Spin problem with haier washer?

Haier washer HW-C1460TVEME chooses not to spin most of the time, regardless of which wash cycle I use, the load or spin speed chosen, or even if I just put it on spin. Have cleaned out the filter, unblocked the outlet pipe and re-positioned the feet. Have learnt online that this is an inherent problem with this machine and one posting recommended new motor as the tachometer was faulty? Would this work, at what cost and how?
