Mend Independence SM-4221 Light Display Stay

i have a independence sm-4221 scooter . the diagnostic light keeps flashing?

the light on the display which should stay green keeps flashing and the bike will not move backwards or forwards nor can you push it. Battery indicator says its fully charge
