Mend Ryobi 41R Fuel Outside Tank

fuel line washer on outside of tank?

On a Ryobi 41r 31cc small tiller..Is the washer supposed to go all the way up to the bottom of the tank? Over the nipple that has the main fuel line on it? Cant seem to get it to fit over all of that.
